SHE Stakeholder Report for Singapore's 4th Universal Periodic Review
SG Her Empowerment (SHE) has submitted its stakeholder report for Singapore's 4th Cycle Universal Periodic Review, assessing progress on women's rights since the last cycle — with a focus on online harms, family violence, and workplace equity.
The report welcomes recent legislative progress, including the Workplace Fairness Act and new online safety laws, while identifying gaps: unclear legal definitions of online harms and coercive control, inconsistent survivor support pathways, and gender mindsets that continue to shape caregiving and workplace outcomes.
Drawing on SHE's research — including 404 Help Not Found and data from SHECARES — the submission recommends clearer legal definitions of online harms, stronger survivor pathways through the upcoming Online Safety Commission, and public education to shift entrenched gender norms.
